Windows 8.1 is a release of the Windows NT operating system developed by Microsoft. It was released to manufacturing on August 27, 2013, and broadly released for retail sale on October 17, 2013, about a year after the retail release of its predecessor, and succeeded by Windows 10 on July 29, 2015. If 10 is like 7 or 8, you'd need Pro to support two physical CPU sockets, but most home users don't have anything like that. I'm unaware of any upgrade-only versions of Win 10 that are for sale at this time. I'd bet that the full version would permit an upgrade, and that the OEM version will not. I'd also expect the full Pro version to be able to upgrade 8.1 Home to 10 Pro. Microsoft reportedly removed the graphical Windows Experience Index in order to promote the idea that all kinds of hardware run Windows 8 equally well.
